What is the University panel? I have never heard of such thing.

It sounds like you have a lot of issues where you are. And it sounds like you are trying to control people that you have no right to control. Unless you are speaking as an assignor or evaluator, I really do not know how you could handle anyone but tell them the truth or take games away. It sound like you got too much involved in feelings of individual officials.
