Question You Make The Call

This play happened in my area this weekend and wanted to get other's opinion on how they view the play/call.

To frame the situation, B1(player receiving elbow) was blown for foul right before he got the elbow. My questions are:

1. Would you consider A1 action to be incidental contact?
2. How would you penalize A1 if you deem it necessary?

40 White instigated it with the elbow. Red 24 retaliated by punching him. They both should be gone for fighting.

Apparently neither one of them were.

Common foul on B1, followed by flagrant technicals on both A1 and B1 for fighting.

The kid who threw the punch was ejected.

I would have ejected both. It appeared to me that the elbow was intentional and I can understand why the kid retaliated.

So much wrong here.

4 FTs for white, red ejected, ten minutes of coaches lobbying.

How about POI with the sub shooting the common foul for white, two ejections and about 10 seconds TELLING both coaches just that.
