So if Team A gets a T, we don't let Team B have a TO,to ice the shooter, until the T free throws are done.......

Give them the TO, then shoot the shots.

No...the TO was granted, then the T was earned. Administer the TO, then the T (when the TO is over).

In fact, the TO is ALWAYS administered before the FTs even if it is after the T as long as it is requested/granted at an appropriate time: dead ball, live ball in player control of team B, or live ball at the disposal of team B. So, team B can deliberately ice the shooter, even on T's.
