The rule reference is 30.1.2 which deals with backcourt violations; it says it applies to throw-ins.

However, when the ball is inbounded at centre such as the begining of a period or after a technical/unsportsmanlike foul; the inbounder may throw-in the ball anywhere on the court. (Rule 17.2.3)
