fighting?

The rules were expanded,so we as officials could act before a fight occurs, that`s why we enforce "taunting",I think he got read the "riot act" because #1 his mentor/evaluator,wasn`t conferenced with first,

#2 He didn`t act quickley, and was embarrassed.(mentor)
