10 minutes mark....

I thought the language was clear on "administrative' technicals but I can't seem to sway some officials on this situation that happened in a Sectional last week:

With about 4 minutes left in warmups, the scorer calls over the officials because the number in the book did not match the # a designated starter was wearing. The officials had the number changed and started the game with a T. Sometime during the game, a sub enters and her number has to be added to the book. The officials huddle and decide that only "one foul per team regardless of the number of infractions" for administrative infractions. Therefore no T.

Weren't the officials right?

Maybe there's confusion because you actually can get 2 administrative technicals. One for failing to provide the roster and then one for any of the other changes that you make to the roster after it's submitted.

JR,

The only thing that I can think of is that they want to count the changing of the starter's number as part of the roster submittal???? I keep pointing out that "changing a designated starter" is one of the 5 administrative.

Anyhow, they have been so adamant about it that I got to doubting my interpretation of the rule. It is basic.

Mulk, what might be basic to you and me isn't necessarily basic to all officials. A lot of officials don't work at it as hard as you do.

The officials got that one right.

If the team submitted a roster and designated their five starters by the 10 minute mark, even if the roster was not accurate, then they are not subject to penalty under 10-1-1.

The number which needed to be changed for the designated starter at the four minute mark is penalized under 10-1-2c. The later addition of the entering sub's name and number to the book would normally be penalized under 10-1-2b, but since the team has already been punished for an article 2 offense they get to make this change/addition without penalty due to the first sentence of the article 2 penalty section.

"Penalty: (Art. 2) One foul only per team regardless of the number of infractions."
