Subsitution
During a dead ball, Team A has 5 new substitutes enter the court. Before the ball become 'live', Coach A wants S6 to replace one of the 5 new players. S6 was on the bench when the 5 new players entered the game. Ref denied S6 into the game. Was he correct?

the official may not have been correct
Assuming the OP is accurate the substitution should have been allowed

I agree, the substitute should be allowed. A player who legally enters the game during a dead ball may leave the game during the same dead ball period. I stand CORRECTED!!!
