I see what you're saying, but this would only be a factor if, as Nevada says, the ball is about to be put into play. It's not uncommon for a coach to send two subs during the same dead ball, separately. We don't make them wait when that happens as long as the 2nd sub gets there in time. There are lots of times when a dead ball may be extended unnaturally that would lend themselves to this kind of situation.
