Subsitution
During a dead ball, Team A has 5 new substitutes enter the court. Before the ball become 'live', Coach A wants S6 to replace one of the 5 new players. S6 was on the bench when the 5 new players entered the game. Ref denied S6 into the game. Was he correct?

As long as subs can still enter, let'em in. Sub should have been allowed to enter according to the OP.

The sub should be allowed unless the ball is about to be put in play, then the sub should be denied.

The only way the sub could be denied was if the 45 second horn (or 20 second horn) had blown. Then it is too late by rule...
