Yesterday we had a similar situation only it was a player control foul and then a T on the same player that made 5. I thought I communicated to my partner to wait on shooting the T while the coach got his sub in the game. As I was waiting my partner shot the first T. As soon as I realized it we stopped and got our sub. We did not wipe off the first throw which was missed. Here is my question. Can team B switch shooters on the second technical foul shot. We allowed it to happen and it was also missed.

Yes, under NFHS rules.

NFHS rule 8-3. It specifies "shooter(s)", plural.

The only reference in the rules book is what JR cited, which is not crystal clear IMO. However, this was issued a few years ago and is very clear.

2003-04 NFHS BASKETBALL RULES INTERPRETATIONS

SITUATION 13: Technical foul shooter A1 attempts the first free throw and substitute A6 attempts the second.
RULING: Legal. Technical foul free throws may be attempted by any player or eligible substitute. Therefore, two different players may attempt the throws. (8-3)

Of course the situation makes it prefectly clear but it wasn't really that unclear before. "Shooter(s)", as written in the rule, is a pretty common shorthand way to mean "shooter or shooters" or "one or more shooters".
