Reporting after horn

I was working the clock in an NCAA W game and one of the players reported to the table as the 2nd horn of a 30 second timeout buzzed (so definitely after the warning horn). The official clearly saw her report after the horn and beckoned her into the game. I officiate high school and dont have an NCAA book, but is this also illegal in NCAA? Second, should the table still notify this official that she reported after the warning horn? On an aside, this happened to be the 2nd blatant rules misapplication in that game (shooting a bonus free throw on a team control foul - although the ball was loose so I could understand the misunderstanding)

By rule, it is prohibited, but unless offficials have definite knowledge the player reported late, they may be hesitant to keep them from checking in.

I've done a number of games where a player is waiting to enter, a timeout is called (meaning they are now in the game) and after the buzzer, they come back to make sure they were reported in.

here is a good question for you folks at home that I thought of today.

here is the play, pretty simple layout.

foul is called, two shots will be awarded.

time out is called.

sub checks in after first horn. obv cant come into the game anyway. after the first free throw is the sub allowed to come into the game?

edit: why do I ask questions that I know the answers to?
