Think about what the rules say...
normal throwing movement, customary arm movement, being able to take a step.... They guy was drivining in on the layup and taken a step... what is he going to do? He has three options at this point, 1) shoot it 2) pass it 3) travel He did not travel and he did not pass it.... High school officials call way too many of these as non shooting (IMHO)
