running OOb violation

i only ref HS ball and know it is a violation to go oob intentionally esp to gain an advantage. I have called it on several occasions when a player will run oob the length of the baseline, come back in, accept a pass and shoot. Is the rule the same in college? If so, they are not calling it in the Memphis UCLA game today. Saw it about a half dozen times. On one sitch the UCLA guard, Hamuker (spell?), did it and came in and caught the pass in the corner but did not shoot. No calls??
