A1, who is within the 3-point arc, fouls B1, who is outside the 3-point arc.

Inbound location?

Endline on the 3 foot mark. The foul took place inside the arc, not outside.

That will tell you the location of the foul and whether you administer on the end line or sideline (28 ft mark).
