NCAAW Shot Clock

A gets a rebound (shot clock to 30) and begins to dribble up court. A1 passes to A2, but the ball is intentionally kicked by B1 in the BC. Shot clock shows 28.

Leave it at 28 or reset to 30?

If I were still officiating, I definitely would know...LOL

According to this bulletin in paragraph 2, no reset.

I checked the 2023-25 NCAA Women's Shot Clock Scenario and it seems to be silent on this particular situation.

I texted Jon with the situation and I will post his Ruling when I receive it.

Jon just texted me back. The Shot Clock remains at 28 seconds per Rule 2-11.6.c.2:

Section 11: The shot-clock operator shall:

Article 6: Stop the timing device and:

c. Reset to 20 seconds or the time remaining on the shot clock (whichever
is greater) when:

2. A violation of Rule 9-6 is committed by the defense during team control or by the non-shooting team following an unsuccessful try that does not contact the ring or flange; or Note: This rule applies only when the foul or violation occurs prior to a try for goal that hits the ring or flange.

Men's basketball, this would not be a reset. This is treated just like an out-of-bounds violation. It would only reset if the shot clock was inside of 20. I doubt they are doing something different in Women's rules at this point.

One difference between an out of bounds in the back court and a kickball in the back court, would be a new 10 second count for the kickball. So the offense would have until 18 seconds on the shot clock to get it across for a kickball, but only to 20 for an OOB.

I actually agree that this is probably not very clear. But unless it is stated, this would still be like an out-of-bounds. Now you are right, the 10-second count is new, and that part is reset. But I do not think that the violation in this case makes the clock go back to 30.

In Men's Rules, this is directly addressed. 2-11.6.c.2, it says that it does not matter if it is the FC or BC; a kicking violation by the defense is reset to 20 or whatever is greater.

So I am curious if there is not a similar reference.

I agree with those answers above -- and agree that it could be more clear in NCAAW.

It came up in an IHSA (which I know 95% of those reading don't care about) / "college" shot clock difference discussion. IHSA would reset to 35.
