Shooter cannot cross the free throw line until the ball hits the ring, everyone else must wait until the release. Players outside the lane must wait above the free throw line extended and behind the free throw line until the release (NBA Rule 9-I).

Regarding #3, the NBA rule says a player in the lane who steps in early but then gets back to his spot before the release is legal. Not sure this applies here since it’s unclear.
But it is a weird variation on the rule, you could step in very early and not be called for a violation if you get back |
