The defender's leg clipped the side of the screener. As the defender was stumbling her arm was in the back of the dribbler resulting in the dribbler going down.
The screen looked legal. You could possibly make the argument that it didn't give enough time & distance given that it was set on a moving opponent, but that isn't an absolute. In the end, it looks like a defensive push, albeit unintentional, but a foul nonetheless.
