Simultaneous whistles

Had this happen last night. Think we got it correct. My partner as lead has a tie up (held ball) in his area. Just before the held ball coach of the team that had possession is calling time out just behind me as trail. We have simultaneous whistles, his for a held ball, mine to grant the time out.
We got together and I told him our whistles were simultaneous. We decided that he was calling time out before my whistle so we should go with the time out call instead of the held ball. Is that what you guys would do? Could you go with the time out AND held ball?? The coach calling time did not have the arrow... so I would guess he wouldn't be happy with that ruling as he would waste a time out.
