Yes. What is not legal is your question...without punctuation....

Punctuation is your friend.

Is this a test question?

And, to respond in the spirit of "teaching a man to fish," you should look up the requirements of the inbounder and see whether any were violated.

If the ball is "out of bounce", the official need to put air in it before the game can continue.

Ok so let me try to explain this call a little better,,, the offical is handing the ball to team A which is throwing the ball in ,, once in team A's hands Team B turns to give instructions to his teammates then Then the player (team A) throws it against the back of team B ,,, the throw in player ( team A ) steps in with one foot in bound and the other one is still barely touching the out of bounds bit he was lifting it ,, what is the correct call?

Other foot touching out of bounds? Illegal. Out of bounds.

Other foot not touching out of bounds? Legal play. Play on.

From the List: That player must have something in, and nothing out. It is not necessary to have both feet back inbounds.
