No Whistle, No Hand ...

Why the hand? It's the signal to stop the clock and the clock has already stopped. Why the whistle?

Here in all IAABO Connecticut, no whistle, no hand; in fact, rookie officials are instructed by observers not to sound their whistle when a period simply ends with no complications.

What does the NFHS Mechanics Manual say?
