Here in all IAABO Connecticut, no whistle, no hand; in fact, rookie officials are instructed by observers not to sound their whistle when a period simply ends with no complications.

Correct. The horn (or light if present) ends the quarter unless a try is in flight.

When a try is in flight at the expiration of time, the quarter ends when the ball becomes dead and an official should sound the whistle to indicate that moment.
