The reality is that most states don't follow rules across the board and have many modifications or rules or situations all over the place. And required means that you cannot under any circumstance vary from a position. So if a state or organization does not follow the strict rule as you see it, then what? Are they going to lose membership in the NF? They going to get a stern letter sent home to their parents? They going to not be allowed to play basketball anymore? If your position is that they do not follow the rules as written, that is fine. But to say something is required when there is likely no consequence or even result of not following this situation, then what?

I just gave an example of a rule that the IHSA decided not to follow because it caused local problems that the IHSA Board got tired of dealing with as it related to uniforms. They stopped trying to uphold this standard because the NF is not the one that pays for uniforms and to stop having every game with a technical foul over the fact that a side-panel might be a centimeter outside of the current rule, they said we will do something else. My understanding, nothing has been done to the IHSA for their position. They still go to the NF meetings and vote for rules changes like everyone else. So what is the requirement mean again?
