Out of bounds...violation

Player A1 is holding the ball for a throw-in. He fakes a pass and loses his balance and starts to lean forward over the out-of-bounds line. As he's leaning forward, he sticks out his arm and regains his balance by placing his forearm on the defender guarding the throw-in. The thrower does not push-off. Is there any violation on this play?

There is a case play identical to this which says it is a violation. It says when the thrower touches another player inbounds he, the thrower has gained inbounds status.
It is there so can't be ignored but other case play says a player hokding ball inbounds is not out of bounds if he touches another player out of bounds.

The gaining inbound status reasoning doesn't make a lot of sense but it says it's a violation for thrower to touch a player inbounds. Case is in rule 9 early.

I think the key here is intent. Technically, what he's doing is legal on the throw-in because there's no rule against it (considering this carrying the ball onto the court is a huge stretch of logic, IMO), but the committee basically came down on the side of not allowing a thrower to take advantage of the rule.
Remember, if the defender initiates this contact, it's an intentional foul.
