So again if it was clear as you say, then it would have been used to remind people that these actions were "automatic" fouls. But the problem is that was never the case in my career. Of course there were POEs about things that they wanted us to call, but not about this specific issue or stating specifics that make these actions a foul.

The fact that you keep posting this confirms why they had to reword them as automatic. You were not getting it even though it was being said...and you're still not getting it.
