Not necessarily. Although it's not allowed in straight OBR, there is at least one OBR-based organization, Little League, that does allow the defensive manager to confer with the pitcher or catcher when the offensive manager or coach requests Time for a conference, and not get charged with a pitcher's visit. The same may be the case for others like Babe Ruth/Cal Ripken, but I don't have their rule books to verify.
