Offensive Conference
 
If a 3rd base coach requests a time out to go speak with his hitter, may the defense coach also then go to the mound to have a conference without it counting as a time out?

As long as the conference concludes when the OF conference concludes.

Not necessarily. Although it's not allowed in straight OBR, there is at least one OBR-based organization, Little League, that does allow the defensive manager to confer with the pitcher or catcher when the offensive manager or coach requests Time for a conference, and not get charged with a pitcher's visit. The same may be the case for others like Babe Ruth/Cal Ripken, but I don't have their rule books to verify.
