Yes, it's different. At Wrigley, the moron fans throw back home run balls, and is a tradition. The outfielders know the ball is coming, as they are the Cubs' outfielders, and therefore know the mentality of their fans.

In the Toronto situation, the guy threw a foul ball back into the field and could have injured someone. Nobody is expecting (but now maybe they should) a foul ball to be thrown back onto the field.

So, believe it or not, it makes the Toronto moron more of a moron than the Chicago moron.
