Red face Hit by pitch on 3rd Strike

Any insight would be great on this situation. A batter is hit on the leg swinging at a 3rd strike. The catcher missed that ball and it rolls to the backstop. Can the runner advance to 1st base on the dropped 3rd strike if 1st base in not occupied? To make matters more complicated, the pitcher of the game throws a no-hitter with the only runner to reach base the runner who struck out and was hit. How is this officially scored? Error on the catcher? Would this still be considered a perfect game?

Once the batter is hit by the pitch, the ball is dead. If the batter swings, it's a third strike. The batter is out. It should be scored as a "K"

Batter is out for swinging strike 3, ball is dead when it hit him, he can't advance. Perfect game.
