What is it, a windbreaker with 3/4 sleeves? Or maybe a sleeveless jacket?

The original pic in this post is the plate meeting in a Golden Baseball League (GBL) game. This is a modified season independant league which has teams in Canada, Arizona, Utah, California and new for 2009, Mexico.
