What's the correct call

Sr.Legion Sate tourny(MLB rules).1b is #39,top of eighth inn.#9 bats (pinch hits) for #39.Move to the bottom of 8th,lead-off grounds to short who throws to 1b for the out, before a legal pitch is thrown, off coach comes out and reports #39 is back on the field @ 1st and #39 is an illegal sub................................I know in fed,off coach gets the choice of the play or no pitch,is this also true in MLB?..........thanks in advance

under OBR there is no reentry but I have also seen Legion Tournaments make exception to this rule and allow reentry

My guess is that this would be a problem because durring the regular season the coaches asked for FED rules. All season long in my Legion games the first thing the coaches said at the plate meeting is that they want to play under FED rules. So we did. Now these coaches don't know what the real rules are...

Under "pure" OBR, it is an illegal sub, but there's no penalty -- the play stands. #39 is (again) removed form the game, and #9 is also out. Put in an eligible player and resume the game.

I had the same issues here in MN...except some of the coaches didn't know any of the rule sets...they came out to argue a call and I would say..."coach, that's not the FED rule that you agreed to at the plate meeting..."

Typical...but somewhat funny as well.
