Fan Interference Signal?

I went to the Giants-Dodgers game last Saturday (which was a great game unless you happen to be an LA fan ). Kemp led the game off for the Dodgers with a smash to left center that would've fallen just short of the wall except that an idiot (subjective term) Dodger fan reached over and caught the ball.

The U2 ruled fan interference and awarded Kemp 2nd. What caught my eye was that U2 was grabbing his forearm similar to a holding signal in football. Is this a new signal? I haven't seen it used before.

Yes, that's the signal. No, it's not new.

It reminds me of what you would like to do to the fan. Grab his wrist and slap some handcuffs on!

I'd prefer to have thrown him over the wall and let Rowand deal with him but he did get ejected after the third pitch of the game.

I'm surprised this is the first I've seen of it. I don't think I've ever been taught it.
