I was at the Penn State - La. Tech game today . I noticed the Field Judge giving the crew a communication signal. Signal was similar to touchdown , arms up but slighty wider than a normal TD signal . What does this sign mean ?
I'm in my second year and I am working toward some Friday night H.S.games but that Big Ten crew sure made it look easy .

I am not sure but I believe the signal you may be thinking of is the NCAA signal for double-sticks (more than 10 yards to go, prevents accidental stopping of the clock if the ball is downed past the first stick). Did the official use index fingers only? If he did, it was double-sticks.

NO, The official use full hand extended . Instead of a straight up "touchdown" his arms were extended and the hands were outside the shoulders . You may be right though. Maybe this crew uses this technique for double sticks .
