Baserunning awards: TOP or TOT?

FED: The "first play by an infielder" stuff appears to be limited to a batted ball (see 8-3-5). However, 8.3.5 Situation A(c), C & F of the Case Book suggest otherwise. Forget about Baserunning Awards table. FED butchered that.

NCAA seems pretty clear that any first play by an infielder (whether or not the play is on a batted ball) is a TOP award.

OBR is similar to NCAA, with the exception of a play where the batter does not become a runner (TOT award even if it's the first play).

All codes agree it's a TOT award if all runners, including the B/R have advanced at least one base at the TOT.

Situation: Two outs, R1 stealing on the pitch, batter strikes out on a DTS. F2 throws it into DBT trying to retire the B/R. At the time of F2's throw, R1 had reached 2nd base. Place R1.

8-3-5b contains the phrase "batted or unbatted"
