I think that you should review a LL rule book to learn what is to be done if obstruction occurs when a play is being made on the obstructed runner.

DC and F3 will then claim F3 got out of the way.
Then check out what he did on the pick off attempt.
He intentionally blocks the path of the runner while a play is being made
