If the ball has not yet passed an infielder and hits a runner on base when the ball is over fair territory, it's an out.
Had the ball passed an infielder then hit the man on base, it's a live ball. Also, a runner is not out regardless if he's hit with an infield fly.

To clarify, if I may. We have interference, and the penalty is an out. Minor detail, I admit.
