I was taught that if the IFF turns the BU around (in other words it is popped up past the BU's position in B or C), then the BU initiates the verbal call, followed immediately by the PU echoing the call.
If the IFF does not turn the BU around (in other words is popped up in front of him), the PU initiates the verbal call, followed immediately by the BU echoing the call. The pointing of the right index finger to the sky accompanies the verbal call.
