In LL the pitcher is only required to pitch to the first batter he faces IN THE GAME. So for your returning pitcher - no he does not have to pitch.
In OBR if a pitcher goes out to warm up IN AN INNING he must pitch to the first batter of the inning. Any new pitcher at any time must pitch to the first batter he faces. NO ONE requires an injured pitcher to pitch.
