This debate has been going on for a while. Jordan Walden is very similar. They let it go in MLB, and I hope I don't see it in my games, because I know that however I rule, its going to be received poorly.

Even MLB has now ruled this illegal -- and it's illegal at all other levels as well.

NCAA has made it an illegal pitch, or a balk with runners on, only if the pivot foot loses contact with the ground. If they drag their foot, it is legal. Rule 9.2L

That would be the same practical interpretation at all levels (it does not take very much of a "slow motion" camera to see that the pivot foot is not in contact with the rubber at the time of release in almost all pitching motions). It's the hop, replant, and push that makes the move illegal.

Did they put anything in the rule book or issue an interpretation?

It's good to see the update, but his old delivery still seems to violate the rule of resetting the pivot foot. The article then seems to allow his old delivery. I'm not sure what the resolution is.
