NCAA has made it an illegal pitch, or a balk with runners on, only if the pivot foot loses contact with the ground. If they drag their foot, it is legal. Rule 9.2L

That would be the same practical interpretation at all levels (it does not take very much of a "slow motion" camera to see that the pivot foot is not in contact with the rubber at the time of release in almost all pitching motions). It's the hop, replant, and push that makes the move illegal.
