Weight Certification Classification

Can any of you tell me how this situation is usually handled with rule sites if possible? This situation happened this weekend (1/15/10). Fed rules apply.

Team A wrestles on Thursday at a dual. Wrestler 1 weighs in at 174.1 qualifying him for 180/182 and making him eligible to wrestle one weight class up at 189/191.

On Friday, at a tournament, Wrestler 1 weighs in at 174.0 theoretically qualifying him for 171/173 because of his 1 pound allowance.

Team B Coach argues that because of Wrestler 1's 1 pound allowance for Friday, he qualifies to wrestle on Friday at the 171/173 weight class and can wrestle 180/182, but can not wrestle 189/191.

Team A Coach argues that the 1 pound allowance does not preclude Wrestle 1 from Wrestling 189/191 because he qualified for 189/191 on Thursday.

Here are two case situations I found that, while not exactly on point, tend to agree with Team A Coach:

Rule 4.5.5 Situation B: On the first day of a two day tournament, a wrestler weighs 189.5 pounds thereby qualifying for the 215-pound weight class. On the second day of the tournament, the wrestler weighs 189.5 pounds. Is the wrestler still qualified for the 285-pound weight class? Ruling: Yes, wrestlers get an additional pound for each day of the tournament; however the wrestler has qualified for the 215-weight class on the first day of the tournament and is eligible to wrestle at 215 or 285 pounds. The wrestler does not have to weigh more than 190 pounds in order to qualify for the 285-pound class on the second day.

Rule 4.5.5 Situation E:...

Comment: the one-pound additional allowance for consecutive days of competition applies not only from dual meet to dual meet, but also applies from dual meet to tournament, tournament to dual meet and a tournament followed by a tournament, providing the proper notificaiton has been given opponents.

What say you? Who is Correct?

Clarification

Sorry, i forgot the fed does not have a 180 pound class.

In Texas we have 171, 180 & 189. Just like the fed, we get a 2 pound allowance on January 1. We also get a 1 pound allowance, for wrestling the day before a match.

So the wrestler weighed in at 174.1 on Thursday for a dual. Too heavy to wrestle 171 (which is now 173), he can wrestle 180 or 189 for the Dual - he wrestles 189.

On Friday, we wrestle in a tournament, he now weighs in at 174.0, which would qualifiy him for 171+2+1=174.

I can see both arguments.

1. If he now qualifies for 171 on Friday, he can wrestle 180, but not 189.
2. If he qualified for 189 on Thursday, he should be able to wrestle 189 on Friday.

The case books seem to support #2., but doesn't address it exaclty.

The tournament ruling was this: the tournament officialss originally allowed him to wrestle (actually, take a forfeit) at 189, then reversed their decision. It didn't matter to the overall outcome - it was a dual tournament and the wrestler's team won the dual without his forfeit.

Any opinions?

What about the comment from the case book I qouted - it would seem to indicate the opposite.

171 and 180 you can only wrestle up one weight from what you weighed in at the time of the event
