Has anyone asked their state rules interpreter about this? I have asked but have not received a reply yet. I just ran across a team that half of the starters had zero's preceding their number....02, 05, 09.

Interestingly, the answer does not seem to be consistent, but I am good with it.
From Becky Oakes: I was on a message board and we were discussing legal numbers in High School volleyball. Page 93 lists the legal numbers, 00, 0, 1, 2, ...etc and how to indicate them with hand signals. Since it does not list 01, 02..etc, and they do not specify how to indicate 01 with hand signals I assume that they are illegal and these players would not be allowed to enter the game. The leading zero is a different number than 1, 2...... Also, since 00 and 0 are both listed, I would assume that 00 and 0 are different numbers and both can play since we do have hand signals to designate the players. Are these correct assumptions of NFHS rules. 01 and 1 are considered the same number and signal as 1. Both 1 and 01 can’t be in the same set. Rule book counts 00 and 0 as different numbers.
