kinda new at this.
if a server drops the ball and has to retrieve it over the backline, is it a violation/fault?

Not as long as they can retrieve it and serve within five seconds. If it is obviously a "muff", you can always whistle and call for a re-serve.

5 seconds in USAV 14 and under, and NFHS
8 seconds for NCAA and USAV over 14
