Illegal Libero Replacement

I was watching the first match of the Michigan St. vs. Purdue match on the Big 10 network last week. A player ran onto the court clearly through the back line (not even close to the exchange zone), and the libero exited through the libero replacement zone. The R2 saw the illegal exchange, blew her whistle, but the only consequence was a verbal reminder of the correct place to exchange.

This was Division 1 college ball, and the illegal replacement was simply met with a verbal reprimand - not a delay of game. Is this a rule that should be "ignored" or is the college rule different than NFHS? Am I being a "hardnose" for calling illegal exchanges and illegal substitutions? If they aren't calling it at the college level, why should we be calling it at the high school level?
