Using the block to get a kill is referred to as "tooling" the block.
"Tool Time" refers to Tim Taylor's saying it on "Home Improvement." I'm assuming the R1 was saying that it was akin to saying the opponent's block wasn't good enough. Frankly, I don't mind the fun chirping in the men's game. Just watch the point scorers to make sure there's no trash talking through the net.
