Another illegal pitch question

I had this the same day, but a different game than the batter hit by the line drive.

Pitcher is stepping on the pitchers plate with the hands separated, brings them together for one second (actually much more), and then begins her pitching motion. During the motion her arm swings forward until it reaches about shoulder height, then goes out to the right (RH pitcher), comes around and comes she releases the pitch next to her hip. When she releases the pitch, the hips are pointed to the dugout, not close to a line between 1st and 3rd.

My first thought was illegal pitch, but the plate umpire did not call it, and after thinking about it, the only thing that would seem illegal would be the direction of the hips, because the release itself wasn't illegal.

I wish I had video of it, because it was the funkiest delivery I've seen.

Also, she did not gain any advantage by it, they lost 15-0 in 2 and a half innings.

Having trouble visualizing, please expand description of arm movement.

The only thing that I can kinda visualize is that the pitcher would have a hard time staying legal under 6-1-3

b. The hand shall be below the hip and the wrist not farther from the body than the elbow.

A) Who cares where her hips line up at the moment of release B) how in the world could a pitcher pitch and have her hips line up with 1st and 3rd at the moment of release... sounds painful. Unless this is slowpitch.

With a pitching motion like that, it is no wonder they lost 15-0!

Just because the arm goes to the right does not make it Illegal!
Now if the arm drops to the right and is a side arm pitch then yes Illegal.
This is a HTBT scenario to make any kind of call.
