For POOL play, this is not abnormal at all.

Who wins is not the critical piece of the puzzle in pool play. These are playing-time games... exhibitions if you will. No need to finish the inning (which could go another 20 minutes) and put the field off-schedule for the rest of the day. Generally the pool games are shorter and don't have much time between them. No margin for delays.
