We have not discussed lrambf lately, so here (bold is mine):

11. All games in pool play will be subject to a time limit of 1 hr 20 minutes no new inning rule. The clock begins immediately from the time that the pre-game conference ends. It is the home plate umpire’s responsibility to record the start time and to announce it to both teams. Failure of the umpire to make such announcement, however, does not change the game’s official start time. Once time has expired all play stops and if the inning is not finished the score reverts to the last complete inning. All other games will be subject to the following:
When the 1 hr 20 minute time limit expires, if the visiting team is at bat, they will finish their half inning. If after their half inning, the home team is ahead, then the game is complete and the score stands. If the home team is behind, they will finish their half of the inning. Once the inning is completed, it is a complete game.
Same rule will be in effect for bracket play unless game is tied after last inning. If tied, then the International Tie Breaker will go in effect. If 7 innings are completed before the 1 hr 20 minute time limit, the ITB will begin in the top of the 8th. Game will continue until there is a winner.

For POOL play, this is not abnormal at all.

Who wins is not the critical piece of the puzzle in pool play. These are playing-time games... exhibitions if you will. No need to finish the inning (which could go another 20 minutes) and put the field off-schedule for the rest of the day. Generally the pool games are shorter and don't have much time between them. No margin for delays.

Wow, you consider that a lrambf? That's how we end our high school regular season games here in Virginia if the game is regulation and we have to stop due to weather, darkness, time limit (JV only), or other cause, unless the home team has tied or taken the lead in the incompleted inning.

Now, I do agree that it doesn't make sense to revert back if the home team takes the lead in the incompleted inning, which your quoted rule alludes would happen.

Don't you think the bolded part, essentially drop dead, contradicts the rest?

Not if you're reading it right. The bolded part applies to pool games. The "rest", as you say, is preceded by "In all other games...", meaning that part applies to NON-pool games - as in, the real tournament games that matter.

In Michigan the conferences that uses a time limit in HS play,, and tourney play generally use the phrase, No inning shall start after the time limit expires. Today we had a game that was finished with 6 innings and 5 minutes left on the clock. In the top of the 7th the visitors score 6 runs to take a 13-12 lead. The clock expired in this half inning. We ended up playing the bottom half but with no runs scored. Killing play in the middle of a teams at bat does not seem fair to me.
