Yes.

More specifically, it's like the rule about where the feet must be before the pitch (inside or touching the lines, but nothing touching outside), although not where it must be when the ball is hit (touching the lines, MAY be touching outside).

Apparently that is true with the lines in the vicinity of the plate, but no where else on the field.

Help me to understand why this would be a question, please. What could possibly lead anyone to think the catcher cannot?

Because of ASA rule 14.3.B.3 - Catchers rising to prepare for a pitch out must remain bent at a 30 degree angle until the ball is thrown. This is known as the Australopithicus rule.

You mean you don't bring your protractor to the field?

Yes.
Is there some reason you think she wouldn't?

No.
Just had a partner (PONY tournament) insist that she be in the "catching position", in a crouch, prior to the pitch.
Jes' makin' sure I wasn't misreading a simple rule;)

And it is folk lore like that which results in people thinking PONY is by-and-large inferior ball using inferior umpires.

Just me, but I would 1) tell that partner he is a f*cking indiot, and 2) look in every available rule book to assure myself I didn't miss something, before I asked something like that on a national board, making me look like him.

Oooohhhh, now you did it. The F*cking Indiot tribe will be riding on Dacula, GA at sunrise! :) I believe they are the Western Hemisphere cousins of the Maasai Werethefugarewe, the long-lost tribe of great leapers, some with a vertical of 5' found roaming the great savannas of Africa by the great mystic, Carnac the Magnificent while on safari

1. You will see me there.
2. I'm not that guy.
3. Posited that question for his benefit, didn't realize I was leaving myself open to the well-deserved abuse. Completely my fault.
