Maybe I'm wrong, but I think the point of that local rule is to not allow Time to be called until the pitcher has the ball in the circle.

Maybe - if so, it's oddly worded, and just as inappropriate. There are a good number of times we would call time with the ball elsewhere. "I'm sorry coach, but even though that ball is rattling around in the opposing dugout, I can't call time."
