For Girls softball, 10 and under for no particular league or association, how would you rule?
Situation: Bases are empty, pitcher throws ball 4 to batter. Batter becomes batter-runner and advances to 1st. Before reaching 1st base, catcher returns ball back to the pitcher. While the pitcher has the ball in the 8 foot circle with hands down not attempting to make a play on the runner and the catcher is in position to receive a pitch, then If the batter-runner walks to first base and continues without stopping to 2nd, should the batter-runner be allowed to continue? |

Speaking ASA, Rule 8 Sec 4 H. 4. A batter, who receives a base on balls, cannot advance past 1B. If the BR advances further, once the ball is dead, return the BR to 1B. glen

Wow! I haven't done ASA in a few years. When did this change?
The ball is basically dead and the runner cannot advance? Is this still true if the 4th ball is a passed ball or wild pitch? If no one has control of the ball the runner cannot turn and continue to 2nd? I could see this if the ball went out of play, but it seems wrong if the catcher is searching for the ball or standing there holding it. Are you sure this is correct Glen?

Glen is correct. This has been the ASA rule for 10U for at least 5 years (can't remember further back... ) Your assumption that the ball is dead is not correct. Runners are still in jeopardy of being tagged if off base and/or being declared out on lookback violations.

If I'm not mistaken, between PONY, Little League, and ASA, ASA is the only one with this rule. In PONY and Little League, batter-runner is entitled to first base, but may advance beyond at their own risk (provided they follow the "look-back" rule).
Somebody can correct me if I'm wrong, but in ASA 10-U, the ball is not immediately dead. Rule 8-H-4 says, "...If the batter-runner advances further, once the ball becomes dead, return the batter-runner to first base." Which means, according to Rule 8-H-1, "A runner, attempting to advance beyond the one base they are entitled to advance or steal, may be put out while between bases." Hope this helps. |

for 10&U
ASA changed this for 10&U only several years ago along with the "must be batted home", etc; so the games would not be baserunning chaos and innings would eventually end.

The following article, for little league, is what triggered my question. As an Umpire and Coach, I'm always trying to learn. Though this applies to baseball, I thought there might be some tie in.

Yes. The rule as Glen quoted it has been in existence for 10U for as long as I can remember. ASA, USSSA, and Dixie all prevent the BR from advancing beyond first on a walk in 10U, or in the case of Dixie, the Angels division. Where the first two differ from Dixie, though, is that they allow base stealing (one at a time and no stealing home) in the 10U age group.
